First, strengthen our capacity for independent innovation, especially in the aspect of weak link of the industry such as the key and core parts, and further improve the enterprise-centered and market-driven technology innovation system combining the roles of industry, academia and research institutes.

Second, promote the deep integration of informationization and industrialization and accelerate the move of the manufacturing pattern towards intelligentization, networked and servitization.

Third, promote the development of green and low-carbon and the transformation of the way of utilization of resources towards intensive, highly efficient, clean and safe and make great efforts to develop energy saving and emission reduction technology, equipment and services.

Fourth, accelerate the cultivation of the proprietary intellectual property rights and independent brand, promote the alliance between competitive enterprises, thoroughly implement the strategy of 'going global' and improve the level of international operation.
